Social Protection

 

General directorate of social protection:

It was established under the ministerial resolution No. 1/10771/u dated 1/3/1425 AH to serve the cases of domestic violence against children under the age of eighteen and women of any age, also the cabinet resolution No. 366 dated 12/3/1429 AH was issued with a number of social protection procedures.

 

 

Department objectives:

1- Provision of social protection for women of any age and children under the age of eighteen, and some vulnerable groups from abuse and domestic violence in their various forms.

2- Formation of social protection committees in regions and provinces, these committees work with the authorities that are in direct connection with cases subjected to violence to achieve their social security and take into account their interests.

3- Open social protection units in regions and provinces and contract with a number of charitable associations to open departments for social protection.

4- Contribute and prepare various scientific studies on the problem of domestic violence, and develop curative and preventive ways in cooperation with the relevant authorities.

5- Raise awareness among community members about the need to protect family members from abuse and violence.

6- Rapid response in cases of abuse, and immediate coordination with the relevant authorities (governmental and civil) to serve victims of domestic violence in Saudi society.

7- Develop a comprehensive national strategy to reduce the problem of domestic violence at all levels in cooperation with the relevant authorities.

Roles of the directorate:

  1. Supervising the work of social protection committees regions and provinces, which are (17) protection committees distributed as follows (Riyadh, Jeddah, Makkah, Ta'if, Dammam, Al-Hasa, Madinah, Aseer, Al-Qassim, Haʾil, Al-Baha, Najran, Jazan, Al-Jouf, Tabuk, The Northern Borders, Bisha).
  2. Open social protection units in the regions and contract with charitable associations to create residential departments for cases of social protection.
  3. Follow-up the issue of social protection system (which is currently studied in the higher authorities).
  4. Develop an application to work on the ministry's network linked to all the committees and branches of the relevant governmental and civil authorities.
  5. Coordination of all efforts made by the other supporting parties of the protection work, and communicate with them to serve the protection cases.
  6. Operate and manage "Receiving communications center" to get all reports of violence and abuse towards women of any age and children under the age of eighteen.
  7. Follow up the national strategy policies' making to reduce the problem of domestic violence.
  8. Make awareness and educational campaigns and workshops for the community to reduce the problem of domestic violence.
  9. Open social protection units in the regions, and contract with charitable associations to open shelters in (Riyadh, Makkah, Qassim, Tabuk, Al-Jouf, Najran , Al-Baha, , Jazan, Al-Hasa).

 

 Receiving communications center

on the toll-free number (1919):

This center was established in the ministry of social affairs to receive communications from victims of abuse and domestic violence, who are children under the age of eighteen and women at any age, in order to guide them towards the nearest point or place to receive the necessary assistance in any region of the Kingdom.

 

 

How to report cases of domestic violence:

  1. Call from fixed-line or mobile on the toll-free number (1919).
  2. Contact any of the social protection committees in the different regions of the Kingdom.

Who will receive communications:

  1. Receiving communications center on the toll-free number (1919) of the general directorate of social protection.
  2. Committees of social protection in different regions.
  3. Regions' Imarahs.
  4. National family safety program.
  5. Governmental and civil hospitals.
  6. Police stations.
  7. Educational institutions.
  8. Charitable associations.
  9. Human rights commission.
  10. National society for human rights.

 

Strategy of dealing with protection cases:

  1. Reform: Focus is on solving the problem amicably between the parties.
  2. The social and psychological rehabilitation: Through individual and group sessions.
  3. Temporary shelter: When it is difficult to address the problem or when cases are in risk.

 

Achievements:

  1. Establishment of (17) protection committees distributed as follows: (Riyadh, Jeddah, Makkah, Ta'if, Dammam, Al-Hasa, Al-Madinah, Aseer, Al-Qassim, Haʾil, Al-Baha, Najran, Jazan, Al-Jouf, Tabuk, The Northern Borders, Bisha).
  2. Establishing the "Receiving communications center" to receive all violence and abuse calls towards women of any age and children under the age of eighteen on the toll-free number (1919).
  3. Publishing a series of social protection Publications and brochures about the general directorate of social protection and the "Receiving communications center" (1919)
  4. Issue a manual for those working in the field of social protection until the system of social protection is issued.
  5. Prepare scientific study on domestic violence, and coordinate with the competent authorities to prepare other studies.
  6. Organizing awareness workshops on the effects of domestic violence.
  7. Launch the awareness campaign with the aim to raise awareness of the effects of domestic violence in collaboration with one of the banks, which was covered by all the advertising means and media (TV, newspapers, magazines, Web sites).
  8. Hold events for the heads of the social protection committees to discuss working conditions with cases of social protection.
  9. Signing of a memorandum of understanding with the Family safety program to prepare some training programs for the staff and employees of social protection.
  10. Signing of a memorandum of understanding with the Family safety program to identify the aspects of cooperation and coordination in the services, activities and tasks.
  11. Signing of number of memorandums of understanding with some charitable associations in the regions to open sheltering centers for the affected and needy cases for sheltering.
  12. Signing of a memorandum of understanding with the King Abdul Aziz center for national dialogue to prepare training programs for the staff and employees of social protection, as well as future married couples of both sexes.
  13. Preparation for comprehensive national strategy to reduce the problem of domestic violence.
  14. Developing social protection program on the ministry's network to link all the committees and branches.
  15. Cooperation with the Arab Urban Development Institute to prepare training courses for staff and employees of social protection.
  16. Provide training courses for the staff and employees of social protection by the National Center for Social and Development Studies.

Participate in local, Arab and international conferences on women and child protection.
